Foresight For Food Systems Change Process Guide & Toolkit

Foresight4Food Process Guide & Toolkit for Food Systems Change is an important resource designed to equip stakeholders with the tools, methods, and frameworks needed to imagine, explore and shape alternative food futures. This toolkit enables governments, researchers, civil society, and private actors to engage in evidence-based foresight, assess future risks and opportunities, and develop shared visions for just and resilient food systems.

Foresight4Food developed this toolkit as part of the Foresight for Food Systems Transformation (FoSTr) Programme, which is funded through the International Fund for Agricultural Development (IFAD) by the Netherlands Ministry of Foreign Affairs and implemented by the University of Oxford and Wageningen University and Research with country partners and members of the Foresight4Food network.

The toolkit draws on experience from the FoSTr Programme, its work in focus countries; Bangladesh, Jordan, Kenya and Uganda, and input from the wider Foresight4Food community.

The process is organised into four strategic phases:

  • Map the food system
  • Explore future scenarios

Whether you’re new to foresight or an experienced facilitator, the toolkit offers practical, participatory tools—from stakeholder mapping to scenario development and visioning—that empower users to navigate complexity, bridge silos, and foster systems leadership.

The Foresight4Food Initiative also provides access to technical support, peer learning opportunities, and a vibrant global community working toward more sustainable, equitable and future-fit food systems.
